SUMMARY:

Decisions regarding public sector acquisitions must be made in a strategic and objective manner. Furthermore, sustainability has increased the complexity of procurement due to the need to adopt sustainable criteria in bidding processes. However, the literature is scarce regarding multicriteria models that integrate strategic planning and sustainability into public procurement. Thus, this project aims to develop a framework to support sustainable public procurement (SPP), based on MCDM, through the combination of a strategic prioritization model for public procurement categories and a strategic supplier selection model that incorporates sustainability criteria. To this end, three articles are proposed. The first conducts a systematic literature review on the integration between the Kraljic Purchasing Portfolio Matrix (KPM) and MCDM, based on the SPAR-4-SLR protocol. Its findings will serve as the foundation for the construction of the models proposed in the subsequent studies. The second article will propose a portfolio model for SPP to classify procurement categories according to their supply risk, strategic importance, and sustainability. The third study will develop a strategic supplier selection model, integrated with sustainability criteria and supported by MCDM, based on the strategic procurement categories identified in the previous article. The last two studies will be validated in a Federal Institution of Higher Education (IFES). The main contribution of the project consists of proposing a framework that integrates the KPM, MCDM, and sustainability into bidding processes, offering instruments to support public managers in strategic decision-making regarding purchasing and supplier selection.
